Malam Team Developed Computer System Manage State of Israel’s Foreign Trade

In a project for the Israeli tax authority, Malam Team developed, set up, and integrated a new system to manage the State of Israel’s foreign trade. The system serves some 900 internal users, tax authority employees, and thousands of external users. The project is estimated to be worth NIS 300 million.

In order to set up the world’s most sophisticated system to manage foreign trade, Malam Team replaced a number of core organizational systems and unified a number of databases into a single database. This was a significant technological upgrade that is  based on open, flexible architecture that enables the swift adaptation to new demands and increases the computer power to meet needs. Alongside the technological upgrade, major functional changes also were implemented, which made it possible to greatly improve service to the entire community of users.

In the new system, information is conveyed from the moment an import or export deal begins to develop. All of the parties involved in the deal update the system with every new detail and thus a file for the deal is developed. When the deal reaches the final stages, the data reaches the tax system, which verifies the data based on the extensive pool of profiles that exists in its system, which is updated in real time by tax authority staff. After all of the details are verified, the system calculates the tax due on the deal and the amount is automatically collected from the banks, which also are connected to the system.

According to Doron Arbeli, who heads the tax administration in the tax authority, “The main goal of the new system is to improve the level of service to all foreign trade customers and to be compatible with standards and agreements that the State of Israel is a party to as a member of international trade organizations. The new system is the main tool to balance between the goals of efficiency and simplifying trade and between enforcing the laws that the authority is responsible for upholding.”

The bottom line is that the system serves all of the parties connected to the foreign trade process and serves as the national infrastructure to maintain Israel’s competitiveness in international trade by significantly reducing operating and maintenance costs. According to the accepted standards in the world of international trade, this type of system will have an accumulated economic worth of hundreds of millions of shekels annually to the Israeli economy.
